PadFactor is used to try to prevent the clipping of labels when a label crosses a tile boundary. The
PadFactor controls the amount of space around the requested tile is rendered with 0 meaning no padding, 1
meaning padding of 1 tile around the requested tile and so on. When the setting is set here it applies to
all Maps unless the configuration for an individual Map overrides it. The default when not specified is 1.0.
