Support for Java JDK 11

The Spectrum Platform (which includes Spectrum Spatial server and Spectrum Spatial Analyst) now requires JDK 11 as a prerequisite for deployment. JDK8 is no longer supported for deployment of the Platform. As a result of this implementation, you must have JDK 11 on your computer while installing Spectrum Spatial Analyst.
